Some of you may remember a Roswell, an incident involving a crashed UFO in New Mexico.  If not there's plenty of info online.  Google is your friend!  
After the crash, the US moved the crash remnants to Area 51 in Nevada where they used components they found in the UFO to develop new technology.  
This necklace with blue and multicolored crystals holds an energy that was developed by at Area 51 via findings from Roswell.  
The item has five segments on it, which represent five people.  The energy that is in this piece allows you to control the minds of the give people that the segments represent.  You see each piece is "seeded".  When you decide which person's mind you will control, the energies of the seeds will go forth and envelop the mind of said person.  These energies ease in, because if not they would destroy the mind of your target. 
The only stipulations for this piece are that it has to be someone you are in mostly regular contact with.
