This is obviously not the original piece that was created by the government of the United States of America to house this power. However, this piece is a duplicate of a piece that the United States made after their findings during the Philadelphia experiment.   This piece is a necklace and it is missing stones, because of how frequently it has been used. This does not affect the way the piece works whatsoever
I'm not going to spend time getting into the Philadelphia experiment and everything that that entailed, but if you want to find out more about it a simple internet search will suffice. There's a ton of information on it available, you just have to use a little bit of common sense to know what's true and what's not.  
In short, the Philadelphia experiment was all about time travel, which I guess you could say goes hand in hand with astral travel.  The energy that I've been set into this piece will allow you to create what is called a Time slip. A time slip is an energy that will create a small time traveling anomaly that will open up large enough for one person to slip through to another place in time.
The way this piece works is that you are able to open up the time slip and travel in your astral form. The reason for this is that the results of the original Philadelphia experiment were so horrific that they decided that it would be more beneficial for their operatives to travel in astral form than physical.
